Dr. Frank Hall has held a variety of academic, government, and public policy appointments. He has over two decades of experience in administration and service at the university level. He is a Special Assistant to the Provost and Industry Innovation Director at Southern Utah University. He is a United Nations World Oceans Assessment Program member and is part of the Council of Colleges of Arts and Sciences. Dr. Hall’s research focuses on science, science education, and the intersections between science and society.

Early Life and Education: 

Dr. Frank Hall completed his B.S. in Earth Science at Kean University in 1978. He completed his Master of Science in Geology from Lehigh University in 1983. Dr. Hall graduated from the University of Rhode Island with his Ph.D. in Geological Oceanography in 1991.

Career: 

After earning his doctorate, Dr. Hall became an Assistant Professor in Marine Science at the University of Delaware. From 1994 to 1995, Dr. Hall was a Ford Foundation Postdoctoral Fellow in Arctic Environmental Research at the University of Colorado at Boulder. In 1998, Dr. Hall moved to Lousiana as an Associate Professor in Geology, Geophysics, and Environmental Science at the University of New Orleans. In 2004, while still teaching, Dr. Hall became a Program Manager at the National Science Foundation.

In 2006, he left the University of New Orleans to join the National Academies of Science Ocean Studies Board in Washington, D.C. In 2007, he was a contractor with the National Oceanic and Atmospheric Administration through the 2020 Company, LLC. In this role, he developed research objectives and measurements for the Policy Programs and Evaluation Division of NOAA.

In 2010, Dr. Hall joined the University of Maryland Baltimore County faculty as an Adjunct Associate Professor and a Science Advisor at the Center for Environment, Commerce and Energy. In 2011, he moved to Texas A&M to direct LeaTEACH, where he worked on science collaboration until 2012. In 2012, he joined Worcester State University in Massachusetts as a Professor and Dean of the School of Education, Health and Natural Science. In 2013, he became a Professor of Earth Sciences at Worchester State. In 2014, Dr. Hall began teaching at Worchester Polytechnic Institute as a Visiting Scholar. In 2014, Dr. Hall was nominated as an Outstanding African-American in STEM for the Black Engineers of the Year Awards.

In 2015, Dr. Hall moved to Michigan when he was named Dean of the College of Science, Engineering, and Technology at Saginaw Valley State University. In 2019, Dr. Hall joined Southern Utah University as the Dean of the Walter Maxwell Gibson College of Science and Engineering. In July 2022, Dr. Hall left his position at Saginaw Valley to be fully present at Southern Utah University. He was appointed a Special Assistant to the Provost and, in 2023, the Industry Innovation Director for Regional Services.

Dr. Hall studies science, science education, and the intersections between science and society. His specialties include grant writing, proposal writing and review, ocean policy, organizational development and leadership, strategic planning, and community-based education and outreach.

Throughout his career, Dr. Hall has been dedicated to improving diversity, inclusion, and access in STEM for underrepresented and underserved students. Hall currently serves the United Nations Oceans Assessment Program as a consulting expert. He also served on the Massachusetts STEM Advisory Council.
