Paula García has experience and expertise in renewable and clean energy technologies and markets and works with stakeholders. Born and raised in Colombia, García has worked extensively on environmental issues in Latin America and the United States. She works at the Union of Concerned Scientists as the Senior Bilingual Energy Analyst and Energy Justice Lead for the Climate and Energy Program. She also sits on the Boston Area Solar Energy Association’s Board of Directors.

Early Life and Education: 

Paula García grew up in Colombia and graduated from Pontificia Universidad Javeriana’s School of Engineering with a Bachelor of Science in Industrial Engineering in 2003. Her thesis focused on marine aquaculture with an analysis of the perspective of cultivating mutton snapper Lutjanus analis in floating cages. She then attended Pontificia Universidad Javeriana School of Engineering, where she obtained certificates in Project Management from the PMI Perspective in 2007, Qualitative Research in 2004, and Processes Management and Improvement in 2008. García earned a master’s in Sustainable International Development from Brandeis University Heller School for Social Policy and Management.

Career: 

García served as a Park Ranger for Gorgona National Park, Amacayacu National Park, and Islas del Rosario National Park in Colombia at brief intervals from 1997 to 1999. In these roles, she registered biometric data, provided eco-guidance, and designed environmental education material for park visitors. In 2004, she worked as a Project Leader for the Ministry of Environment Affairs Colombia, where she designed capacity-building workshops and led workshops on ecotourism, transport, and food service within parks.

At Pontificia Universidad Javeriana, she was a Teaching Assistant from 2004 to 2006. García supported courses related to management and technology and analyzed the university’s processes to design and implement a new information technology system based on PeopleSoft-ORACLE technology. From 2006 to 2007, she was a Policy Analyst; from 2007 to 2011, she was a Program Coordinator. As Program Coordinator, she developed and led improvement projects for the School of Fine Arts, coordinated activities, and managed the annual budget. While at Brandeis University, she was a Teaching Assistant supporting an Economics for Development course.

While working on her master’s, in 2012, García interned with Oxfam as a Researcher, where she wrote reports and presented results to various audiences and facilitated focus groups and design workshops to inform the design of an investment fund. IN 2013, she became a Learning and Development Assistant coordinating training events, and in 2014, she was promoted to Learning and Development Coordinator. In these roles, she coordinated events and trainings, created materials, and researched leadership and program development program design.

Since 2013, García has served on the board of directors for the Boston Area Solar Energy Association. She collaborated with the McKinley Prep High School on a solar energy project as a member. In 2013 and 2015, García was a Consultant for Meister Consultants Group, consulting on renewable energy.

García joined the Union of Concerned Scientists in 2014 as a bilingual Energy Analyst. In 2020, she was promoted to Senior Bilingual Energy Analyst, and in 2022, to Senior Bilingual Energy Analyst and Energy Justice Lead. Her responsibilities include evaluating energy resource and climate solutions and communicating findings to increase understanding of clean energy technologies, policies, and markets.
