Orr began his career with Gamaliel Network from 2010 to 2013 as a Lead Community Organizer, where he developed leaders within communities and faith-based institutions to advance shared values of social justice. He also managed all of the community organizing staff. In 2014, he joined the Mid-Michigan Environmental Action Council as their interim executive director. Serving in the role for a year, he improved environmental stewardship in Mid-Michigan through organizational strategies and leadership. Orr then became the Executive Director of the Michigan Environmental Justice Coalition in 2015. In this role, he oversaw daily operations for the organization, helping them advance policies for Michigan residents disproportionately burdened. Simultaneously, he worked as an Environmental Justice Attorney at Wayne State University Law School, managing their clinic's environmental justice portfolio to provide legal representation for communities of color and low-income communities. He left both roles with Wayne State and the Michigan Environmental Justice Coalition in 2017.

In 2017, Orr served as the Director of Organizing at Interfaith Worker Justice. He served in the role for a year leading national campaigns, supervising staff, and managing strategic partnerships. Orr left the organization in 2018 to join the Peoples Climate Movement as their Director of State Programs. As Director, he oversaw state plans of local organizations to engage them in climate justice campaigns and provided coalition-building support and guidance. He served in the role until 2019, where he joined the Natural Resources Defense Council as a Senior Attorney (2019-2021). His work specifically focused on drinking water and water protection as it relates to equitable access and affordability for all people.

Orr started working at Earthjustice in 2021 as Director of Litigation and Advocacy Partnerships. With Earthjustice, he helps the organization's offices, programs, and departments develop strategies to engage with and partner with communities and stakeholders. In 2023, he joined Michigan State University College of Law, his alma matter, as a Professor. He is licensed to practice law in both Michigan and Illinois.

Outside of work, he has participated in several councils, programs, and committees. Orr formerly served on the National Environmental Justice Advisory Council and presently serves as Vice-Chair of the Environmental Rules Review Committee at the Michigan Department of Environment, Great Lakes, and Energy. In 2022 he was a Rappaport Center for Law and Policy Senior Fellow in Residence at Boston College Law School and in 2023, he was selected for the prestigious Obama Foundation Leaders USA Program, becoming a part of its inaugural cohort.
