Irene Burga Márquez is currently the Director of the Climate Justice and Clean Air Program at GreenLatinos, where she advocates for reducing pollution for Latinx communities nationwide. She has a rich array of experiences in community and coalition building, working with stakeholders, and has deep knowledge of air and climate pollution. In addition to her current role, she sits on The Partnership Project Board and is an Advisory Council Board Member with the South Coast Air Quality Management District.

Irene Burga Márquez grew up in Spain and Peru, immigrating to Los Angeles with her family when she was eight. She attended the University of San Diego for her undergraduate degree in International Relations. She obtained her Juris Doctor from Boston University School of Law.
During her studies at the University of San Diego, Márquez worked as an Alumni Caller and later became a Manager at the Office of Annual Givings, supervising, training, and coaching callers. After her graduation and before the start of law school, she taught English abroad at IES Delgado Brackenbury in San Juan, Sevilla. While in law school, she held a range of positions, including as an Air Pollution Division Summer Associate with the South Coast Air Quality Management District in California, a Clean Energy & Climate Change Law Clerk at the Conservation Law Foundation in Boston, MA, an Employment Rights Project Summer Associate with Bet Tzedek Legal Services in LA, and an Employment Rights Semester Associate during her final year of law school at Greater Boston Legal Services.
After graduating from Boston University School of Law, Márquez joined the Natural Resources Defense Council in California, first as a City Energy Project Fellow in 2014 and then as a City Energy Project Policy Consultant in 2015. In 2016, she began as a Tom Graff Fellow for Oil and Gas with the Environmental Defense Fund in Los Angeles. She was promoted to Manager of the California Climate and Energy program in 2017, in which she served for about a year and a half. Márquez then joined C40 Cities in 2018, an initiative bringing together cities and mayors across the world, as the Los Angeles Air Quality and Health Advisor under Mayor Eric Garcetti. As an advisor to the mayor, she wrote and implemented LA's Climate Action Plan on air quality, just transitions, and oil drilling abandonment programs. She served in the role for three years before starting in her current position in 2021 as the Climate Justice and Clean Air Program Director with GreenLatinos. In her current position, she works at the national level to reduce air and climate pollution for Latinx communities.
Márquez serves as a Board Member on The Partnership Project and an Advisory Council Board Member for the South Coast Air Quality Management District.
